Who the winner? Tokyo Super Model Contest-by Japanese Girls Interest Navi

The first Tokyo Super Model Contest has held by four Japanese magazines PS, CanCam, AneCan, Oggi.

The winner of the contest is 18 years old high school girl Mizuki Yamamoto, entry no.11.
I think she is cute. Interest thing is, there were 12 candidates, and the one who collected the most votes is Miki Kokubo, who is also a 18 years old high school girl, entry no.12. However, she didn’t win a champion ship, or elected for some other place. Why?
